Why course sections need to be marked ZTC and LTC

There are two separate compliance reasons for marking the online course schedule with ZTC and LTC.

  • California state law (SB1359 / EDC 66406.9 Links to an external site.) requires that we mark courses as ZTC in the online schedule. This information is for students and is public-facing.
  • XB12, the new Management Information System (MIS) data element, is a new Chancellor's Office requirement. This information is for reporting and other internal uses. This information does not display to the public.

A Section has no associated instructional material

Classes where there are no required instructional materials

B Section uses only no-cost digital instructional material Class using an OER textbook
C Section has instructional material costs none of which are passed on to students

Free library ebook available

Class using reading selections from library databases

If COS provided paper copies of the textbook to all students in the class

D Section has low instructional material costs (as defined locally)

No examples since we do not yet have a local definition

Y Section does not meet no-cost or low-cost instructional material criteria

Class using a traditional textbook that costs more than the locally-defined LTC threshold

Instructional materials vs. supplies

The below is based on information provided by the Chancellor's Office and OERI in their webinar XB12: Instructional Materials Cost Informational Meeting. Links to an external site.

The XB12 data element is assigned to course sections based on instructional materials used in the class. Materials include:

XB12 is not assigned based on any required supplies/equipment (supplies are covered in Title 5 59404 Links to an external site.). Like other instructional materials, supplies have "continuing value" after the course has ended (as per Title 5 59402 Links to an external site.):

“Required instructional materials which are of continuing value outside of the classroom setting” are materials which can be taken from the classroom setting, and which are not wholly consumed, used up, or rendered valueless as they are applied in achieving the required objectives of a course which are to be accomplished under the supervision of an instructor during the class."

Examples of supplies/equipment include:

  • calculators
  • art supplies
  • yoga mats
  • safety goggles
  • uniforms
